How to fade your tan away ?

my friend has a naturally peachy complexion but this past summer she's gotten a really deep tan only on her face neck arms and lower legs. it's been a while and it still hasn't faded away. how can she get this tan to fade because now she's two-tone. she's tried palmer's fade cream for a week but it's not really showing any improvement, and please don't tell her to go to a tanning salon to even out because i've suggested that and she doesn't want to, she wants her fair complexion back.
