Why do the bbc have so many channels on the sky electronic program guide?

which presumably we pay rupert murdochs sky for. (i mean bbc scotland channel island etc) when itv can split it regions up for the news and regional variations without taking these extra spaces on the epg surely the bbc would be better equipted for multi-channel t.v. if they had channelsbbc1-4 + one hour. to whom can i register my opinion on this- ofcom? if you feel strongly about this register your opinion as well its our money they are wasting ?
